The TxDOT requalification trap.

Oklahoma contractors get comfortable with ODOT's rhythm and then bid Texas work on the same assumptions. Texas does not share the assumptions. The gap between the two systems is where eligibility quietly lapses, and you find out when a letting closes without you.

The two clocks.

ODOT qualifies contractors on a certificate that runs on a two-year term, one application per twelve-month period. TxDOT's full prequalification is annual, and the renewal is not a form: it wants an audited financial statement from an independent CPA, less than a year old, with the packet in ahead of the letting. Those are the shapes as of this writing; the exact windows move, which is rather the point. A calendar you check is not a system. A system checks the calendar.

Why firms miss it.

Because the person who did last year's packet did it from memory, and memory is a single point of failure. Because the CPA engagement takes weeks and nobody starts it until the packet is due. Because the anniversary lands mid-project when everyone is busy building. None of these are character flaws. They are what happens when a hard deadline lives in soft storage.

What a deadline system looks like.

Every credential and its true lead time, worked backward: the audit engagement booked months out, the internal documents gathered on a schedule, the packet assembled before the window, a human notified at each step with time to act. This is not sophisticated software. It is a calendar with teeth, and it costs less than one missed letting.
